Lori Criss has worked in the behavioral health field since 1992. She started her career with
the Ohio Commission on Minority Health, immersed in how Ohio’s communities respond to
mental health and addiction for people of varying cultural and racial backgrounds. Then
she worked for 18 years in community addiction and trauma treatment for homeless
women and their children at Amethyst in Columbus, Ohio. Amethyst is nationally
recognized as a leader in long-term family-centered treatment integrated with housing in a
community of recovery.
During her time with Amethyst, Lori was an integral part of the team connecting women
with high quality addiction, trauma, mental health, and primary care services. She helped
design and implement services for children 0 to 18 living with their moms in this
distinctive recovery community, including the development of a therapeutic summer camp
for kids living in families in recovery. Lori’s work at Amethyst included collaboration with
children’s services, courts and law enforcement, schools, homeless services, primary care
and hospital systems. She collaborated on the creation of a HIV/AIDS prevention
curriculum to support women in practicing healthy sexual choices in the context of
addiction and trauma experiences. She helped develop permanent supportive housing for
families in recovery which has become a model for other communities in Ohio and around
the country. She collaborated to develop integrated addiction and mental health services
for homeless, single adults with severe and persistent mental illness. While at Amethyst,
Lori helped found the Substance Abuse Mental Health Administration’s (SAMHSA) national
workgroup on Women, Sober Housing, and Treatment.
In 2012, Lori took her talents to The Ohio Council of Behavioral Health & Family Services
Providers, representing non-profit addiction treatment and prevention, mental health, and
family services providers. While there, she advocated for policies and resources that
promote access to a full continuum of prevention, treatment and recovery services for
people with mental illness and substance use disorders; to ensure insurance coverage
parity for mental illness and substance use disorders to support the integration of physical
and behavioral healthcare; to create housing choice for people with substance use
disorders; and to end Ohio’s opiate crisis and rising suicide rate. Through her work at the
Ohio Council, Lori helped initiate the creation and state funding of a coordinated network
of integrated physical and behavioral health care for pregnant women with opioid use
disorder (MOMS). She contributed to the drafting of the federal Comprehensive Addiction
and Recovery Act. Lori also continued to advance the importance of housing choice for
people with substance use disorders through several national forums addressing policy
and resource inequity that create housing barriers for people recovering from addiction.
Lori managed the production of the Environmental Scan of Recovery Housing in Ohio - a
document of national relevance in advancing policy and practice of recovery housing, and
she led efforts to add a definition of recovery housing to Ohio Revised Code and to ensure
that recovery housing is a required element of the continuum of care in all behavioral
health jurisdictions. Finally, she advanced the practice of recovery housing through the
development of a state-wide practice network implementing national quality standards for
recovery housing. This network has been highlighted nationally and serves as a model for
replication in other states across the country. In 2017, Lori was named Chief Executive
Officer of the Ohio Council.
Ms. Criss holds bachelor’s and master’s degrees in social work from The Ohio State
University. She graduated from SAMHSA’s 2010-2011 Women's Addiction Services
Leadership Institute, a year-long nationally-selective, intensive program designed to build
leaders for the nation’s behavioral health field. Lori has most recently served on the
Advisory Board to Ohio’s Criminal Sentencing Commission, the National Council for
Behavioral Health’s Addiction Policy Committee, and Ohio’s Housing and Homeless
Collaborative. She is a former board member for the National Alliance for Recovery
Residences and served as the Principal Advisor for Ohio Recovery Housing.
A native of Mingo Jct., Ohio, Lori’s roots and heart are in Appalachian Ohio. She now lives in
Central Ohio with her husband Scott and their daughters.
Kristin O’Brien has placed all levels of mental health and administrative staff for behavioral healthcare organizations during her tenure at PsychPros. She brings to her work years of experience in residential and long-term care settings where she provided care for people with severe mental health disabilities. Although Kristin enjoys clinical work, she learned that her innate abilities include the business side of the healthcare equation.
Those early experiences helped shape Kristin’s interest in working for a company that would blend her mental health background with her desire to work in a business-oriented environment. “PsychPros was literally the perfect match for my skill set. It has allowed me to utilize my understanding of mental health, and it puts both my Master’s degree in Behavioral Science and my Bachelor’s degree in Communications to very good use.”
Brian Carnahan is the Executive Director of the Ohio Counselor, Social Worker & Marriage and Family Therapist Board, where he is responsible for the leadership and administration of the Board’s operations. Brian joined the Board in August 2014. Prior to joining the CSWMFT Board, he was Director of the Ohio Housing Finance Agency's Office of Program Compliance.
He holds an MBA from Franklin University and an MA in geography from Kent State University. He completed undergraduate studies in geography and political science at The Ohio State University. He has served on the Association of Social Work Boards bylaws committee, and is currently actively involved with other industry association committees. He represents Ohio boards and commissions on the eLicense Leadership/Advisory Panel and serves as the facilitator of a regular meeting of boards and commissions. During his tenure with OHFA, he served on the Housing Credit Certified Professional Board of Governors and on the Board of the Midwest Affordable Housing Management Association. While on the Board of the HCCP, he participated in a rewrite and a subsequent review of the credentialing exam.
He has published dozens of articles on licensure topics, regulatory affairs, housing and community in publications such as Social Work Today, Counseling Today (online), The New Social Worker, FARB Focus, Shelterforce, Affordable Housing Finance, Units, Journal of Tax Credits, NAHP Update, and HCCP Credential, among others.
Brian serves on the Board of Homes on the Hill, a community development corporation serving Columbus’ Hilltop neighborhood as well as other neighborhoods in western Franklin County.
Dianne Fidelibus has been a credentialed professional since 1980. She is a Professor at Columbus State Community College in the Social and Human Services Program. She teaches both introductory and students in their graduating term. In addition to teaching, she serves as a faculty liaison for students participating in field practicum and oversees the addictions curriculum. She coordinates two Addiction Studies Certificates and Mental Health Certificates. Dianne served 7 years as an OCDP board member and 2 years as the Board Chair. She currently serves on the Treatment and Education Sub-Committees of the Ohio Chemical Dependency Professionals Board, Dianne is currently the Chair of the Curriculum Endorsement Committee of the Ohio Coalition of Associate Degree Human Service Educators. She is a past presenter at ASI, National conference on Addictive Disorders in Denver. Has presented several sessions at the Addiction Studies Institute in Columbus Ohio.
Dr. Thomas K. Gregoire was appointed the Dean of the College of Social Work in 2010. He holds the BS, MSW, and PhD degree from institutions of higher learning in Kansas.
Before becoming the Dean in 2010, Dr. Gregoire served as the Acting Dean/Interim Dean for one year after having served as the Associate Dean in the College from 2003 to 2009. Under his leadership and his Development Officer’s efficiency, the College has garnered financial support from generous donors totaling several million dollars in recent years. Personally, Dr. Gregoire has amassed funded research and training projects in the amount of nearly $2 million dollars over his academic career. He has served on numerous college committees over the years with a special commitment to our local community. His community involvement includes serving or having served as a Board Member with Impact Community Action Agency, Clintonville Community Resource Center, and a Substance Abuse Center of Kansas in addition to serving as a program evaluator for the Advance Teen Pregnancy Prevention Project and the Friendship House (Women’s Recovery Home).
As an expert in the field of substance use, Dr. Gregoire has just co-authored a book with a colleague on substance use. He is also the author/co-author of over 25 peer reviewed journal articles, 26 technical & research reports, and several book chapters and book reviews. Editorial Services include reviewing manuscripts for the Journal of Poverty and Inequality; Journal of Social Service Research; Families in Society; Journal of Studies on Alcohol; Evaluation and Program Planning; and Research on Social Work Practice.
As a visionary, Dean Gregoire has worked fervently to continue to increase the College’s 15th ranking among public institutions and 26th ranking among 219 graduate programs. His attention to technology enhanced education, international social work, competence-based education, and a translational research agenda for the College has resulted in significant progress, growth, and development for the unit. Accomplished faculty and staff have joined the College and, together with a highly motivated student body, continue to raise the profile of the program and contribute to its productivity. Technology enhanced education in the form of funds to support technology-related instruction; the provision of iPads to faculty, staff, and honor students; the distribution of the latest laptops and desk tops to faculty and staff; and the support of faculty and new hires to create online course, iTune courses, and Massive Open Online Courses (MOOC) serve as evidence of his commitment to this area. Attention to International Social Work is on the rise with faculty/staff involvement with student centered study abroad excursions to London, Ghana, Mexico, India, Uganda, and Nicaragua with others in the works. Additionally, two courses at the undergraduate and graduate levels are also offered on this topic. Competence-based education has become more of a focus in recent years as evidenced by the College’s decision to deliberately design a semester version curriculum that prepares the graduate with the knowledge, values, and skills needed to work with a globally diverse group of individuals as future service providers. Last, translational research, as a science has been identified by Dr. Gregoire and many others as the leading edge of social work research. Increasing attention by federal level funders that promote the expectation that science will have a practical application to improve the human condition, has resulted in the encouragement of social work faculty and students to engage in research and practices that actually apply to and result in real changes for real people with real problems.
Dr. Keferl graduated from WSU earning his B.S. in Rehabilitation Services in 1993, and two Masters degrees in Rehabilitation Counseling in 1994 and 1995. He earned his Doctorate of Rehabilitation at Southern Illinois University in 2001. Prior to returning to WSU, Dr. Keferl was a full time instructor teaching undergraduate and graduate courses at Southern Illinois University, and was a graduate faculty member at California State University, Fresno.
Dr. Joseph E. Keferl is Professor and Dean of the College of Education and Human Services. He joined the WSU faculty in 2001, earned promotion to Associate Professor with tenure in 2007, to Professor and Associate Dean in 2012, and Dean in 2016. Dr. Keferl’s professional expertise includes working with people with mental illness, brain injury, developmental disabilities, and co-existing substance abuse and disability. He was an accreditation surveyor for CARF International from 1998-2015. He has published numerous articles and book chapters and presents at professional symposia around the country on a variety of professional and clinical topics.
His commitment to service has included serving on the Mental Health and Recovery Board for Clark, Greene, and Madison Counties since 2002 (Chair of AOD and MH subcommittees, Full board Chair), President of the Ohio Rehabilitation Counseling Association, two-time President of the Ohio Rehabilitation Association, the National Rehabilitation Association Great Lakes Region Representative, President of the National Rehabilitation Counseling Association, President of the American Rehabilitation Association, Chair of the State University Education Deans, SUED rep to the P-16 Collaborative, and is a member of the conference planning committee for OCTEO. He has been a Board member and the Legislative Representative for the National Association of Service Providers in Private Rehabilitation, and was the NRCA Delegate to the American Counseling Association. He was awarded the Presidential Citation and bestowed the rank of Fellow from the National Rehabilitation Counseling Association, and awarded the Governmental Affairs and Public Service Award from the Ohio Rehabilitation Association, the Excellence in Leadership award from the American Rehabilitation Counseling Association, the Rehabilitation Educator of the Year award from the National Council on Rehabilitation Education, received the CEHS Excellence in Service and Outstanding Faculty Member awards, and was named the 2012 WSU Advisor of the Year, and the 2015 Wright State University Outstanding Graduate Alumni.
Jill Smock assumed the position of Executive Director for the Ohio Chemical Dependency Professionals Board in May of this year overseeing the credentialing of addiction professionals who provide treatment and prevention services in the state. Previously she was the National Director of Training and Technical Assistance for Youth to Youth International /CompDrug coordinating presentations, conferences, professional continuing education programs, and youth-led prevention training across the country and abroad. Jill has served as a national consultant for SAMHSA/CAPT, U.S. Army, and Center for Social Innovation to name a few, providing technical assistance in engaging young people in effective prevention. She has been an Ohio Certified Prevention Consultant since 1995 and is excited to continue serving the field in her new role.
Known for keen attention to detail and a grasp of such varied fields as criminal justice, health care and organizational budgeting processes, Mike has been with The Success Group since 2000. Prior to joining Success, Mike spent five years as a senior policy analyst with the County Commissioners Association of Ohio, worked for the Ohio Legislative Budget Office, and the Ohio Supreme Court. Mike served as President of the Ohio Lobbying Association (OLA) and was a member of the OLA Board of Trustees for seven years. Currently, Mike serves on the Board of Trustees for The Advocacy Group (TAG), a select international network of lobbying firms, and on The Ohio State University’s President's Advisory Board and John Glenn College of Public Affair’s Alumni Advisory Board/Committee.
Michael Dalton is the Vice President for Executive Projects at The MetroHealth Medical Center in Cleveland, Ohio where he is primarily responsible for developing and implementing public policy strategies to advance and protect the priorities of the health system. Prior to joining MetroHealth in February of 2017, Michael most recently served as the System Director of Government Relations for Summa Health in Akron, Ohio developing and leading the policy priorities for the integrated health care delivery system where he worked for seven years. Before his work in healthcare over the last decade, he had a variety of leadership experiences in the political and public service arenas. Michael earned his master’s degree at Case Western Reserve University in Positive Organizational Development and Change. He earned his bachelor’s degree from The University of Akron where he majored in Political Science. He proudly comes from a family who dedicated their careers to the behavioral health field.
Trisha Farrar is the CEO of The Recovery Center, in Fairfield County, Ohio.
Trisha brings 30 years of experience and leadership to her position. She was instrumental in developing and directing several initiatives including construction of the new Recovery Center and the development of Pearl House, a permanent supportive recovery home for families in Recovery, implementation of My Outcomes and expansion of school and community prevention, intervention and treatment, to improve the effectiveness and efficiency of services. Her past experience includes counseling, school and community prevention.
Trisha has been involved in a number of coalitions and advocacy groups and currently is a board member of The Ohio Chemical Dependency Professionals Board, Ohio Council of Behavioral Health and Family Services Providers, and a member of the Ohio Alliance of Recovery Providers. Locally Trisha participates on Fairfield County Opiate Task Force. Trisha holds a Bachelor of Arts in Communications from Ohio University, and is a Fellow of the John Glenn Leadership Institute at Ohio State University. Trisha has always enjoyed advocacy work and educating the public in an effort to reduce stigma.
Trisha is also the Co-Owner of Inner Wisdom Wellness, a wellness studio in the Hocking Hills that provides a number of holistic health modalities and Trisha enjoys providing training throughout the state for corporations and non-profit organizations on Compassion Fatigue and other wellness topics.
Kathy Myers serves as Director of Communications and Advocacy for Coleman Professional Services, a non-profit provider of Behavioral Health and Rehabilitation services. She has been at Coleman for over ten years, during which time the organization has grown from serving people in three to ten Ohio counties.
As the company has grown and changed, so has Kathy. She has learned more about people with mental health struggles and addiction disorders and how common those struggles are. She is passionate about working to educate our communities and our legislators about the facts and routinely speaks on the subject at events held by Coleman and other organizations. She has advocated for behavioral health issues both in Columbus and in Washington, D.C.
Kathy is a certified Youth Mental Health First Aid instructor and believes that it is extremely important for anyone working with young people take the class to either learn or refresh those potentially lifesaving skills. She graduated a long time ago from Stephens College with a degree in business and marketing. She worked for many years with her husband at their small manufacturing business doing everything from marketing to accounting to computer network administration...all in the same day. She is a member of the Rotary Club of Kent and has been involved in other community organizations.
She and her husband, Tom, live outside of Kent. They have three grown children and five grandchildren. She feels that both her life and her work bring wonderful challenges and great joys.
Gary Humble, Executive Director of Pinnacle Partners, has over thirty seven years in the managed care industry and specifically, over twenty seven years in the behavioral health industry.
After graduating from John Carroll University in 1982 with a BA in Economics, Gary began working for several Health Maintenance Organizations (HMOs) as an account representative marketing various managed care products to large employer groups in Northeast Ohio.
Since 1992 he has worked for both profit and not-for-profit behavioral health organizations contracting with behavioral health managed care organizations and building internal administrative systems to ensure compliance with those organizations requirements.
Gary has been at Pinnacle Partners since 2014, providing external consulting and educational services to the behavioral health community in the areas of revenue cycle management, contracting, credentialing and internal administrative systems development.
Prior to joining Pinnacle Partners, Gary had worked for over twelve years at the Cleveland Clinic. He was a Regional Administrative Director at the Clinic's Center for Behavioral Health. Gary oversaw the administrative operations of the Enterprises' inpatient behavioral health units and ambulatory programs offering Partial, IOP and regular outpatient services.
In 1998, he founded G&M Consulting, providing consulting services to community based behavioral health agencies and private practice groups in Northeast Ohio. Gary has also been privileged to provide consulting services to other community based behavioral health agencies in the states of Arkansas, Colorado, Florida, North Carolina, Illinois, Indiana, Kansas and Oregon.
Gary has been married to his college sweetheart Mona for over thirty six years and has four children and one grandson. They make their home in Willowick, Ohio.
With more than 30 years of experience in healthcare, Sonda’s expertise includes comprehensive knowledge of ICD10 and CPT coding concepts, documentation and training, compliance and healthcare reimbursement methodology. Her experience comes from working in a variety of positions both as an outside consultant and as a professional within hospital-owned and private medical practices. She has experience with review and application of the Ohio Administrative Code (OAC) relating to her work with community behavioral health agencies in Ohio. Sonda holds many nationally recognized certifications in coding, billing, auditing and compliance. Sonda also teaches ICD-10 and Advanced Coding at Lakeland Community College in Kirtland, Ohio.
Integrating her clinical education with a background in corporate finance and management, Jennifer has spent the past decade serving in various executive leadership roles focused on compliance, operations, strategy, business development, care coordination, and administration with behavioral health organizations across Ohio. As an independent consultant, Jennifer worked with health and human services organizations across the state focused on revenue maximization strategies, performance-based payment models, and integrated care delivery. In her current role as the Vice President of Performance Improvement and Service Delivery for Boundless, headquartered in Worthington, Ohio, her areas of focus include optimizing the use of health information and analytics to improve the quality of care, decrease cost, and deliver truly integrated care across the lifespan.
Christine has an extensive background in the behavioral health and education fields. She is an expert in the areas of compliance, documentation, client care and administration & management.

Bernadette Mazurek Melnyk is a nationally/internationally recognized expert and researcher in evidence-based practice (EBP), intervention research, child & adolescent mental health, and health & wellness, and is a frequent keynote speaker at national/international conferences on these topics. Dr. Melnyk has led the EBP movement in nursing across the U.S. for the past two decades, and has consulted with hundreds of healthcare systems and academic institutions throughout the nation and globe on how to improve healthcare quality and population health outcomes through EBP. Her record as principal investigator includes over 33 million dollars of sponsored funding from federal agencies and foundations. She is an editor of five books and over 400 publications, including two American Journal of Nursing Book of the Year Awards. Dr. Melnyk is an elected fellow of the National Academy of Medicine, the American Academy of Nursing, the National Academies of Practice, and the American Association of Nurse Practitioners. She served a four-year term on the United States Preventive Services Task Force and on the National Institutes of Health National Advisory Council for Nursing Research. Dr. Melnyk is currently a member of the National Quality Forum’s Behavioral Health Steering Committee, the National Academy of Medicine’s Action Collaborative on Clinician Well-being and Resilience, and is a member of the Board of Directors for the National Forum for Heart Disease & Stroke Prevention. She also serves as editor-in-chief of the journal Worldviews on Evidence-based Nursing. Dr. Melnyk has received numerous national and international awards, including the inaugural NIH/NINR Director’s Distinguished Lectureship Award, the Lifetime Achievement Award by the National Organization of Nurse Practitioner Faculty, the Loretta Ford Award from the National Association of Pediatric Nurse Practitioners, the Nancy Sharpe Cutting-Edge Award by the American Association of Nurse Practitioners, and the 2018 American Association of Critical-Care Nurses Pioneering Spirit Award. She also has been named an Edge Runner by the American Academy of Nursing three times and was inducted into Sigma Theta Tau International’s Nurse Researcher Hall of Fame.

He is active in his community and because of his commitment to improving the lives of others, Jones has been presented the Distinguished Service Award by the Charlotte Jaycees.
When not working with some amazing individuals and organizations seeking better results, Jones resides in North Carolina with his wonderful wife Lisa and their two perfect daughters.
State Medicaid Director Maureen Corcoran oversees the Ohio Department of Medicaid, which delivers heath care coverage to nearly 3 million children, youth and adults across Ohio through a network of approximately 130,000 providers.
Director Corcoran began her career in public service in 1984. Through her various leadership positions in state government, she was instrumental in Ohio’s nationally recognized mental health systems reforms and other interagency initiatives that improved the quality of health services in Ohio. In 2008, she returned to state government to direct policy and program initiatives for Ohio Medicaid under the Ohio Department of Job and Family Services.
Outside of state government, Director Corcoran has used her extensive knowledge and experience to advocate for individuals with developmental disabilities and help health care providers, government agencies, professional associations and other stakeholders respond to the complex needs of health care consumers by developing and implementing innovative policies and programs. She has been recognized nationally as a leader in the field of services for individuals with intellectual and other developmental disabilities.
Director Corcoran received her undergraduate degree from the University of Rochester. She went on to earn her Master in Business Administration degree from Case Western University, with a concentration in finance and health care, and a Master of Science in Nursing degree from Frances Payne Bolton School of Nursing, Case Western Reserve.
Dr. Parks is the Medical Director for the National Council for Behavioral Health. He has nearly two decades of experience with public health. He was named director of the Missouri HealthNet Division of the Missouri Department of Social Services in 2013. He also holds the position of Distinguished Research Professor of Science at the University of Missouri -- St. Louis and is a Clinical Assistant Professor of Psychiatry at the University of Missouri, Department of Psychiatry in Columbia. He practices psychiatry on an outpatient basis at Family Health Center, a federally funded community health center established to expand services to uninsured and underinsured patients in central Missouri. He previously served for many years as Medical Director of the Missouri Department of Mental Health and as President of the Medical Director's Council of the National Association of State Mental Health Program Director. He also previously served as Director of the Missouri Institute of Mental Health at University of Missouri St. Louis and as Division Director for the Division of Comprehensive Psychiatric Services of Missouri Department of Mental Health.
Alisha Nelson currently serves as the Director for RecoveryOhio, a new initiative designated within the Office of the Governor to fight Ohio’s public health crisis focusing on mental health and addiction prevention, treatment and recovery support services. Before her time in the Governor’s Office, Nelson served as the Director for Substance Use Policy Initiatives in the Ohio Attorney General’s Office. While at the Attorney General’s Office, Nelson co-chaired the Ohio Joint Study on Drug Use Prevention Education which developed the Drug Use Prevention Education Resource Guide, which has been shared with schools and community prevention organizations statewide. She has also served on Attorney General DeWine’s Insurer Task Force to assist in the development of recommendations to help eight of Ohio’s largest healthcare insurers address the opiate epidemic. Prior to her state work, Nelson worked for the Alcohol, Drug and Mental Health (ADAMH) Board of Franklin County.
A policy expert and deft administrator, Josh Rubin brings an impressive depth and breadth of mental hygiene services knowledge and expertise to HMA.
Prior to joining HMA Josh was vice president and chief operating officer of the Mental Health Association of New York City (MHA-NYC), a leader in services, advocacy and education for people with mental illness and their families. He directed the agency’s day-to-day operations, including those of its subsidiary, Link2Health Solutions, Inc. They provided a wide range of behavioral health services, including residential, rehabilitation, child and adolescent, family support and technologically mediated services including the National Suicide Prevention Lifeline, the national Disaster Distress Helpline, New York City’s LifeNet, New York State’s HopeLine and the NFL Lifeline.
Prior to joining MHA-NYC, Josh was director of policy and planning for YAI Network, where he led advocacy efforts and helped develop an international training and consulting business that facilitated the creation of the first group homes for people with developmental disabilities in Jordan.
Before joining YAI he served as assistant commissioner for Mental Hygiene Policy for the City of New York Department of Health and Mental Hygiene. During his years of city service, Josh also served as the assistant commissioner for Chemical Dependency Services, the Division of Mental Hygiene’s chief policy officer and chief administrative officer, and as special assistant to the executive deputy commissioner for Mental Hygiene Services. Before his government service he was on the staff of the Coalition of Voluntary Mental Health Agencies. He also served on New York City’s Community Services Board from 2008 to 2014.
Josh received a Master in Public Policy degree from the John F. Kennedy School of Government at Harvard University and a bachelor’s degree in religion and the humanities from the University of Chicago.
Josh lives in Washington Heights with his wife and two young children, with whom he spends his free time visiting playgrounds and coaching T-ball.
